Set pieces considered Large figures?

I just purchased a new Pathfinder Battles: Kingmaker booster. In it were 4 medium minis, however, the website says each booster includes, "1 Large and 3 Small or Medium figures". One of the pieces was a throne (which was the same size as a medium figure). Surely they aren't considering this to be the Large? Has anyone else experienced this?

I haven't gotten Kingmaker yet, but it wouldn't surprise me. In the past, there have been "large" figures that could easily be medium if placed on a medium base. They may just be considering the throne to be on the small side of large.

It's my understanding that certain "positions" in the figure formula are replaced with the set dressing pieces, so the throne probably replaces a Large figure in the default allotment.
